This is the deck that, at least here in the United States, has become the standard against which all other decks are measured. It's also the one most of the others take their symbolism and such from. Dr. Arthur E. Waite was a scholar of occultism, and the artwork by Pamela Smith was executed under his direction at the turn of the century. Both were members of the Order of the Golden Dawn, an occult lodge active at the time. The Rider deck artwork is very clear-drawn and finely colored; it is also full of multiple symbols. This was one of the first decks to use fully drawn artwork for each of the minor arcana rather than making them simply pip cards. The easily accessible surface symbolism of this deck makes it ideal for the beginner; the more hidden aspects of the symbols make it an excellent tool for the experienced reader as well.
