Here was me thinking 'ooh, I'll be an awesome helpful newbie by popping in to talk about the battery-powered tealights I got at the dollar store'... only to find it's been covered fairly comprehensively already. I'll keep a look out for a battery pillar candle, though - that sounds lovely.
If you need an alternative to incense or smudging smoke, an air freshener might work in a pinch. I'm in a rental too, and as well as the 'no open flame' rule this place doesn't air well so there's no real means of getting smoke or smell out once it's in here. So rather than end up with a stale incense stank that lingers forever, I use a spray bottle with some essential oils in water - give it a shake and a spray and you get a respectable short-term scent.

Here in the U.S., it's pretty easy to find them at craft stores. They're also sold by several online companies, so a google search should do the trick.
The one I have has a tiny hole near the "flame" so you can blow into that to "blow" the candle out. It's a cute feature.

A different idea:
You could use rock salt lamps. The color fits the fire thing, and the rock salt – well, how did it form? Salty water evaporated in the heat of the sun, so there's no contradiction (to me
). Also they give a nice light that's bright enough for reading.

I'll second this! I have a nice one in my room for reading (though not on my altar, I'm not a big fan of electronics there) and it perfectly represents the spirit of Fire for me. It glows with this beautiful orange light; and if you go shopping around, you can even find a 'flickering' kind of bulb that will make the light coming out look incredibly like a fire's light.
